چکیده
This bulletin considers the situation of children with disabilities in Ukraine, who at time onset armed conflict were living institutional care. DRI investigations have revealed that despite abundant international assistance, government Ukraine and relief agencies failed to ensure safety protect lives these within institutions – or their safe return families community.
